Barbara Kerr Member of the Alameda City Council since 1996

Bachelors degree from Cornell University, Ithaca, New York. Major in Physics.

Successfully completed graduate courses in reactor physics and numerical analysis at Union college in Schenectady, N.Y. and San Jose State, CA

First woman hired into the General Electric's reactor physics laboratory, Schenectady, New York Was transferred as part of startup team for Vallecitos Atomic Laboratory at Pleasanton, CA. Also worked at Control Data Corporation, Stanford Research Institute, and the Stanford Linear Accelerator Center.

Lifelong interest in sailing. Owned first sailboat at eight years of age. Raced on Bay for 25 years. Recently cruised singlehanded in Cal 30 for four years.

As a resident of Alameda for over thirty years, I have been involved in many issues:

Actively promoted the quality of life in Alameda's neighborhoods. Fought infill and overbuilding. Successfully retained open space requirements in Alameda's residential zoning code. Support Measure A, Alameda's architectural preservation and density control Charter provision.

Fiscal conservative. Successfully campaigned to save Alameda's taxpayers up to $61,000,000 in 1996 on a poorly formed dwelling unit tax.

Can contribute seven years of experience of overseeing the conversion of 25% of the entire city from military use to peacetime use. Was part of the successful effort to achieve no-cost conveyance. Have been part of the Council that achieved the signing of the conveyance documents between the Navy and the City. Experience on the Base Reuse Advisory Group and the City Council will be needed to guide successful redevelopment. A strong economic plan is needed to fund the reconversion.

Proposed that the people of Alameda be allowed to choose the site and size of the new or expanded library.

Environmentalist: Support parks and open space. Successfully guided funding for rehabilitation of Jackson Park into the budget. Continue to support the expanding North Side waterfront trail.

Successfully stopped the way the Navy was shooting domestic animals on military property. Domestic animals are now brought to our shelter. Opposed and stopped experimentation on cats, dogs, pigs, rabbits and other animals in Alameda. Have supported the off-leash dog park that is now open near Lower Washington Park.

Chaired Alameda's first Housing Element Committee. Proponent of home ownership goals which were finally adopted by the City Council. Co-authored work/live ordinance which will aid redevelopment of our north waterfront and provide housing for artists and craftsmen in Alameda.

Will continue to ask that developers bring high quality designs to Alameda rather than the pot boiler designs which we have been seeing. Alameda is an island in San Franciso Bay. There is no other location like it.

Will continue to work for sane traffic and transit solutions. Will recognize that there are only two lanes out and two lanes in through the Posey and Webster tubes in the West End and that pouring massive amounts of concrete for four lanes leading to the tubes will not change that. Will remember that when the Posey tube was shut down during a recent morning commute, it took an hour to leave Alameda via the bridges.

As a retired woman on a fixed income, am better prepared to understand the needs of senior citizens.

Oppose giving away property owned by the people of Alameda to private organizations whether it be streets or multimillion dollar buildings.

Always thoroughly prepared for City Council meetings and the complicated agenda items that are coming before us. Capable of comprehending the subjects on which we vote. Known as the Councilmember who does her homework
