If Measure P is not approved or adopted, shall Section 602 of the Charter of the City of Culver City be amended to allow the City Council to approve demands, which have been denied by the City Treasurer?

In the April 1994 Culver City Municipal Election, the voters approved a Charter Amendment, which transferred most of the financial and accounting duties of the City Clerk to the City Treasurer. At that time, not all sections relevant to these duties were completely transferred. In the April 1996 Municipal Election, the voters adopted another Charter Amendment, which attempted to correct the 1994 oversight. However, one result was deletion of the language, which authorized the City Council to overrule the City Treasurer's decision disapproving a demand for payment to persons such as contractors or vendors. In order to remove any ambiguities left by these two actions, this amendment will return language to the City Charter specifically authorizing the City Council to override the City Treasurer on demands for payment.

Proposed Measure Q would apply this City Charter provision to the City Treasurer. However, if Measure P becomes effective, certain duties would be transferred from the City Treasurer to the Finance Director, including approval of demands for payment. Measure P already includes the Measure Q language, applying City Council authority to the Finance Director's decisions. Therefore, if Measure P is adopted, Measure Q would not be necessary and would not go into effect. Measure Q will only go into effect if Measure P is not adopted.
