Shall Section 501 of the Charter of the City of Culver City be amended to establish minimum qualifications for the elected Office of City Treasurer requiring prior experience or education, continuing education and bondability?

Under Section 501 of the current Culver City City Charter, the only requirement for holding the elected Office of City Treasurer is to be a Culver City resident, who is a lawfully registered voter in the City for thirty days prior to filing nomination papers. In addition, Culver City Municipal Code Section 2-27 requires that the City obtain a fidelity bond for the City Treasurer.

Under proposed Measure N to be eligible to hold the Office of City Treasurer, a person will be required either to have served for 3 years in a senior financial management position in a public agency; or possess an Associate of Arts Degree from an accredited college or university, with 16 units in finance, administration or related subjects.

Proposed Measure N also provides that if the City Treasurer cannot be bonded after election, he/she will be required to forfeit the Office. In addition, after election, the City Treasurer will be required to complete a specified number of units in a continuing education program, in treasury management or public finance, or both. If the City Treasurer fails to complete this requirement, it would result in forfeiture of the Office.
