The Redevelopment Plan provides that the Agency may not establish loans, advances or indebtedness after January 1, 2004. Measure "A" would amend the Redevelopment Plan to extend this time limit to January 1, 2014.

The primary source of income for redevelopment agencies is property taxes. The formation of the redevelopment agency does not increase property taxes. The activities of the redevelopment agency do not increase property taxes. Rather, the redevelopment agency receives property tax monies generated by growth and higher property values. These monies would otherwise be distributed to county government and special districts.

Generally, redevelopment agencies use property tax money to issue bonds and invest the proceeds in redevelopment projects. The Avalon Community Improvement Agency has adopted an Implementation Plan which includes sewer, storm drain and street improvements, and construction of public buildings and affordable housing projects. Measure "A" would permit the Avalon Community Improvement Agency to finance these projects through January 1, 2014.
