Social Security and the Medicare Safe Deposit Box Act of 1999

I support the social security administration always being a public agency and its funds not being raided by future congress and presidents.
The purpose of the Social Security and Medicare Safe Deposit Box Act of 1999 (passed May 25) is to erect procedural barriers that make it harder for future Congresses and presidents to spend more money than the Treasury takes in, not counting Social Security and is not raid free guaranteed. My Congressman Gary Miller, in his 41st District Updates, wrote that

  • "The resulting 'Social Security safe-deposit Box' will ensure that Social Security surpluses are not spent on other programs, but are used only to secure the retirement of seniors who have earned this benefit." - This is not the whole truth,

  • "The Social Security and Medicare Safe Deposit Act of 1999 creates a 'lock box' to set aside the entire surplus in the Social Security Trust Fund to provide retirement security for three generations of Americans." - is an exaggeration, and

  • "We need to be vigilant to make sure Congress never goes back to spending Social Security on other government programs"- I agree. If the Act is so safe and lasts so long as Rep. Miller had described, I don't have to worry about it. His Updates covered up some truth and misled me into a deep confusion. Not fair.
