Without increasing local taxes, by utilizing federal or
state
funding, shall public or publicly assisted housing providers, within the City
of
Stockton, according to the City's General Plan, construct, develop, acquire,
rehabilitate and/or convert housing project(s) into decent, safe, sanitary and
uncrowded units for low-income, elderly, or handicapped persons, up to 500
units
annually, for ten years, with any unused units carried over annually?
The proposed measure, if approved by the voters,
re-establishes authority for the City and/or private developers with public
financial
assistance through the City, to develop, acquire, construct or rehabilitate
housing
units for low income, handicapped and/or elderly persons. Article XXXIV of
the
California Constitution requires that voter approval be secured prior to
establishing rent assisted housing. The measure would allow up to five
hundred
(500) units to be developed annually, for ten years, with the balance carried
over
from year to year if the full allocation is not utilized.
