Jails and prisons are not stopping crime. Non violent criminals get a post graduate course in crime taught by the harden prisoners.
Jails and prisons are not converting criminals, but instead, give courses on how not to get caught the next time. Jails and prisons are many times more expensive than training programs.

Restitution

Restitution should be a portion of every sentence for the mental healing of the criminal and victims.

The largest contributuions to politician is not the teacher's unions, it is the prison guard unions. Soldiers discharged after 20 or 30 years have few sellable skills except as a guard in the industry or prisons.

Addiction is a medical problem, not a crime in itself. Provide drugs until the victim is withdrawn and cured.

Jails are not secondary homes or motels for the inmates. TV to be educational,l rehab, news, boring. Library of educational books, VCRs, papers.

Food nutritional, but bland.

Job skills and self sustaining activities, work furloughs. Inmates to be treated with respect when going along with the program. No segregation of races, let them learn to love and live with their fellow men.

Release non violent drug prisoners with a single stroke of the pen. Give treatment, parole, restitution, child support, 12 steps.

Prevention is better than conviction. Correction of the child is better than prison for the adult.
