To fund the construction of water and sewer improvements, shall Snohomish County increase its regular property tax levy for a period of ten consecutive years beginning in 1998 (for collection beginning in 1999) in excess of the statutory limitation in Chapter 84.55 RCW by not more than $.06 per thousand dollars assessed valuation ($6 for a house assessed at $100,000), all as specified in County Ordinance No. 98-042?
Summary Prepared by the League of Women Voters:
Background: Improvements in water and sewer systems must provide environmental benefit, separate sanitary sewer from storm water, and provide for larger capacity. If this proposition is approved, we would pay more property tax of 6 cents per $1,000 of assessed value. That's $6 a year for a $100,000 house.

Summary of Arguments FOR ASCENT 21 Proposition 5:
We have diminishing water quality. It affects all county residents. New federal standards for water quality need to be addressed. We need to get rid of problems such as sewer overflows into the Snohomish River and other areas. We need to improve water supply to growing areas. These systems are already overburdened.

Users usually foot the bill for such projects. Local utilities can make the case for revenue bonds that are paid for by the citizens who will benefit. The projects mostly help one area of the county. Many of the projects seem to help developers.
