Solving the Facilities Crisis Without a Local Bond

Creative solutions to expand capacity of the overcrowded schools in Folsom include grade reconfiguration.
Given the lack of funds, and public reluctance to pass a local school bond, one way to stretch the capacity of existing schools is to do grade reconfiguration. This means the new high school would house grades 10, 11, and 12. The Riley St. campus would house grades 8 and 9, the Blue Ravine campus would house grades 6 and 7, and the elementary schools would become grades K-5. Boundary shifts would be less likely under this scenario and only one new elementary school would need to built.

The primary focus should be on constructing Phase II of the new high school. Permanent classrooms, either two or three story, should be first on the list. If the statewide bond issue passes, about $15 million will be available for the new high school, and this should cover second phase classrooms. If the bond issue fails, then serious consideration should be given to temporary use of portable classroom. It is important to get three grades at the high school to free up the Riley St. campus for an 8/9 combination. This will facilitate the other grade reconfigurations.

Grade reconfigurations will eliminate the need for mulltitrack or double sessions. Grade reconfigurations will eliminate the need to build three more elementary schools and a middle school; however, one new elementary school may be necessary.
