"Shall the Boards of Directors of the Rio Linda-Elverta Recreation and Park District and the Rio Linda/Elverta Community Water District initiate proceedings to reorganize the two special districts by creating a new single multipurpose public agency to be known as the Rio Linda/Elverta Community Services District, which, upon organization, would supply the inhabitants of the district with water and public recreation and park facilities?"

Arguments For Measure R
A community services district in Rio Linda-Elverta will give a smaller more localized governmental entity to handle your water, park and recreation needs.

The formation of a Community Services District can add other services with a vote of the people and additional revenue or taxes to support those services. The main benefit is a smaller more localized governmental entity and it is more cost effective by reducing overhead and duplication. As a more localized government the community benefits because of the single point of contact for residents and control agencies.

Many issues need to be resolved before a Community Service District can become a reality, but the first step is a Yes Vote on this Advisory Vote question.

Text for Measure R
Shall the Boards of Directors of the Rio Linda/Elverta Recreation and Park District and the Rio Linda/Elverta Community Water District initiate proceedings pursuant to the Cortese - Knox Local Government Reorganization Act of 1985 to reorganize the two special districts by creating a new single multipurpose public agency to be known as the Rio Linda/Elverta Community Services District and simultaneously dissolving the Rio Linda/Elverta Recreation and Park District and the Rio Linda/Elverta Community Water District. The proposed Rio Linda/Elverta Community Services District, upon organization, would provide the following services:

(1) Supply inhabitants of the District with water for domestic use, irrigation, sanitation, industrial use, fire protection, and recreation, and all additional power and authority provided in the County Water District Law (Water Code Section 30,000 et seq.); and

(2) Provide public recreation and park facilities and services including, but not limited to, aquatic parks, equestrian trails, playgrounds, parks, golf courses, swimming pools, and recreational buildings, and all additional power and authority provided to Recreation and Park District by Public Resources Code Section 5780 et seq.; and

(3) Exercise its powers for any other purposes authorized by the Community Services District Law at Government Code Section 61600.

"The Territory in which the Rio Linda/Elverta Community Services District will provide such services includes all that territory within the boundaries of the Rio Linda-Elverta Recreation and Park District and any additional territory located within the boundaries of the Rio Linda/Elverta Community Water District."

All assets, including entitlement to property tax revenue allocations of the Rio Linda/Elverta Recreation and Park District and the Rio Linda/Elverta Community Water District shall become the assets of the new Rio Linda/Elverta Community Services District. All liabilities and indebtedness of the Rio Linda/Elverta Recreation and Park District and the Rio Linda/Elverta Community Water District shall become the liabilities and indebtedness of the Rio Linda/Elverta Community Services District.
