Being effective means being able to get at least TWO other Councilmembers to support you in getting something done. It takes TWO votes to get an idea on an agenda, but THREE votes to pass it! Richard Stewart is an EFFECTIVE working member of a TEAM. He works well with others, gets along with a wide variety of different sides of many issues, and draws people together for CONSENSUS.
As a Councilmember you are part of a TEAM. City staff, Fire staff, Police staff, other government officials outside of Moreno Valley, along with fellow elected councilmembers are ALL a part of the team.

Ask people how well Richard Stewart works with others, how he doesn't criticize or belittle others for their ideas, how he is receptive to new ideas and working cooperatively to get things done. When members of the City Council were not getting along in the past councils, Richard continued able to get along with all sides. He knows the importance of getting things done, bickering and fighting never gets anything done.

Richard Stewart also has been available-to constituents, to attend meetings, to attend to council business. Check others' records at being part of committees, their attendance records, their ability to get along and get work done. Ask their fellow members about how they did-check attendance records, and you will find that it takes more than just talk to be successful at being an effective member of an elected city council!
