Shall the Ordinance repealing the prohibition of the sale or use of fireworks in the City of Westminster be adopted?
Impartial Analysis from City Attorney
This proposal, if adopted, would allow for the sale and discharge of certain types of fireworks, which are generally characterized as "Safe and Sane" fireworks within the City of Westminster borders. Those fireworks which could be lawfully sold may then be lawfully discharged within the City of Westminster, if this proposal is adopted.

Currently the sale and discharge of fireworks is illegal within the City of Westminster except for commercial fireworks shows. The current law was adopted by a vote of the citizens and therefore it requires a majority vote of the citizens to repeal the current ban on fireworks sales and discharge.

It is believed that his proposal has no direct economic impact to the general fund of the City of Westminster.

Vote Yes on Ballot Measure H.

Your Yes vote will allow the sale of only those fireworks declared "Safe and Sane" by the State Fire Marshall. This distinction will continue to deter the use of illegal fireworks in the City of Westminster.

As Americans, we celebrate the birth of our great nation on the Fourth of July. It is the most patriotic celebration observed in this country. It should be celebrated with the outward display that "Safe & Sane" fireworks allow.

The sale of State approved fireworks also provides funds for the nonprofit groups within the community that serve youth groups, churches, & community support groups. These groups raise up to $150,000 per year with all monies going to programs provided by Little League, Kiwanis, Knights of Columbus, Elks, L.U.L.A.C., Shelter for the Homeless, YMCA, P.T.A., and many other positive community programs.

"Safe and Sane" Fireworks do not cause harm when properly used. "Illegal" fireworks in our community will still be closely monitored. Monitoring cost will be offset by the fees & revenues paid by local, nonprofit groups that co-ordinate the sale of "Safe & Sane" fireworks in Westminster.

Vote Yes on Measure H. Celebrate the Fourth of July in an All American Way. Remember a Yes Vote Supports the sale of only those fireworks declared "Safe & Sane" by the State Fire Marshall!
