Irvine is America's premier master-planned community, and for good reason. Every lot, street and acre is carefully designed to create a unique and special place, Irvine-the place we call home. Now, our city is being threatened.

The County of Orange wants to place a mammoth international airport at El Toro. So far, they have refused to listen to the residents who will have to deal with the impacts of this decision.

This is why your support of the Irvine Initiative is crucial. Your "YES" vote is the first time in the battle over El Toro that we, the residents of Irvine, can make a positive statement in support of the plan-The Millennium Plan. This plan, as proposed, is a balance of jobs, entertainment, education, economic growth and open space. The implementation of the Millennium Plan will not be tax-payer subsidized and is expected to produce an economic engine for the entire County.

In contrast, The County's International Airport Plan appears to do just the opposite-more traffic, higher taxes, less open space, and lower paying jobs.

Your "YES" vote will also give you the opportunity to voice your opposition to this devastating proposed International Airport. To date, our voice has been buried under the County's multi-million dollar pro-airport public relations campaign. It is time to be heard.

With the entire base scheduled to eventually be in our City limits, your "YES" vote could carry substantial weight with the Federal Government, which ultimately decides the fate of El Toro.

Your "YES" vote gives us all the opportunity to take a positive stand in favor of a better alternative.

The Millennium Plan is a plan of vision, just like Irvine is a City of vision.

Please vote "YES" for a better Irvine.

Citizens of Irvine, beware the Millennium Plan. It's a billion-dollar scam that, if successful, will leave you holding the tab.

Millennium Plan proponents claim to have reached out to the community and business leaders. Who they failed to reach out to, unfortunately, were professionals who know the real world problems and costs of developing stadiums, universities, convention centers, performing arts centers and museums. Those professionals who have analyzed the plan condemn it as superficially attractive, but misleading, impractical and filled with taxpayer costs and risks.

Sponsors of Measure D condemn the county's airport plan as a generator of "extraordinary and intolerable traffic" within the City of Irvine. What they do not mention is the fact that the Millennium Plan's uses are notorious generators of traffic and the Millennium Plan will actually generate MORE traffic than the county's airport plan.

Millennium Plan proponents claim that it will "pay for itself". Don't believe this public relations smoke screen-they have underestimated costs and overestimated revenues by hundreds of millions of dollars in order to make this claim.

If it ever comes time to implement the Millennium Plan the proponents of Measure D will be conveniently out of office and the citizens of Irvine will be stuck with the bill.

So, voters of Irvine, be careful what you endorse, it just might come back to cost you. Vote NO on Measure D.

WHEREAS, The City of Irvine and its residents have invested hundreds of millions of dollars and countless hours to ensure that the City is a desirable location to live and to raise a family, and whereas the City is nationally-recognized as being a well-planned, safe, clean, prosperous and desirable community; and
WHEREAS, a commercial airport is completely inconsistent with the General Plan of the City of Irvine; and
WHEREAS, a portion of MCAS El Toro is actually within the borders of the City of Irvine, and whereas the remainder is within the City's sphere of influence for purposes of planning; and
WHEREAS, a commercial airport would cause extraordinary and intolerable traffic, noise, pollution and crime within the City of Irvine and the other South County Cities; and
WHEREAS, in response to the County's plan for a commercial airport, Irvine and the South County Cities have prepared an alternative non-airport reuse plan for MCAS El Toro known as the "Millennium Plan;" and

WHEREAS, the Millennium Plan was conceived and developed as the result of an extensive public participation process that reached out to the community, business leaders and those interested in shaping a plan for the next millennium; and

WHEREAS, the Millennium Plan features a balanced combination of the following uses:

  • an education, research and technology district, of approximately 1,301 acres, including educational facilities, research and technology companies, office uses, retail and entertainment uses and an outdoor sports complex; and
  • an arts and culture district, of approximately 1,272 acres, including facilities such as museums, galleries, theaters, studios, homes, and including a 360 acre urban park with amenities similar to San Diego's Balboa Park or San Francisco's Golden Gate Park; and
  • a sports and entertainment district, of approximately 715 acres, including facilities such as a sports stadium, indoor arena, hotels, business offices, homes, and a golf course; and
  • a habitat district, of approximately 1,047 acres, consisting of habitat preserve and open space park uses; and

WHEREAS, at build-out in the year 2020, the Millennium Plan is projected to create between 45,000 to 51,000 jobs on-site and 100,000 to 112,000 jobs throughout the County, many of which are expected to be high quality, higher income, professional and technical positions; and

WHEREAS, at build-out, the Millennium Plan is projected to generate $10.4 billion to $12.9 billion into the economy each year.

NOW, THEREFORE, the people of the City of Irvine do hereby resolve as follows:

Section 1. The Millennium Plan, as described more fully on the land use map attached hereto as Exhibit A, is hereby endorsed by the people of Irvine as the preferred reuse alternative for MCAS El Toro.

Section 2. The City Council of the City of Irvine is hereby encouraged and requested to inform representatives of the United States Department of Defense, the United States Department of Navy, the Federal Aviation Administration, the California Congressional Delegation, the Orange County State Legislative Delegation, the Orange County Board of Supervisors, other cities and interested groups in Orange County, and the public of the wishes of the people of Irvine for the non-aviation reuse of MCAS El Toro.
