Shall Rosamond Community Services District exercise the powers granted to it under the Community Services District Law for the purpose of abating graffiti?
Impartial Analysis from County Counsel
A "yes" vote by a majority of the voters voting on this measure will authorize the Board of Directors of the Rosamond Community Services District ("District") to exercise its powers for the purpose of abating graffiti.

A community services district can exercise only those powers authorized by the State Legislature and approved by a majority vote of the District's residents. State law permits a community service district to exercise its powers for the purpose of graffiti abatement and the District wishes to add graffiti abatement to its existing powers. If a majority of the voters voting on this measure vote "yes", the District will be authorized to exercise its powers to abate graffiti in addition to its other powers. Measure J on this ballot is a separate measure that requests voter approval of a special tax to finance the graffiti abatement measures provided by the District.

Arguments For Measure I
When a community is marked with a gang's graffiti the entire area and its inhabitants can become targets for violence. Graffiti can indicate territorial dominance, declaring allegiance to a gang, advertising the gang's status or power and to challenge rivals. Allowing graffiti to remain eventually devalues property and can place you, your family and your friends at risk.

Law Enforcement Agencies have stressed that graffiti needs to be covered as soon as possible after it is applied. This sends a message that graffiti will not be tolerated. Currently volunteers remove graffiti only when the time and resources are available.

With Rosamond Community Services District having the graffiti abatement power it would be able to: (1) Operate a specifically designated telephone "hot line" for the purpose of receiving reports of application of graffiti on public or private property. (2) Remove or contract for the removal of graffiti from any public or private property within its boundaries and (3) undertake other actions to abate graffiti as a nuisance.

By voting YES on Measure I, you will be saying NO TO GRAFFITI and you will be taking control of and showing pride in your community.

Recommends approval of Measure I.
