Shall Wasco Union High School District issue $9.2 million of bonds at interest rates below the legal limit for the repair and rehabilitation of schools and classrooms, the construction of new classrooms and school facilities, and the wiring of classrooms for computers and modern technology, in order to reduce overcrowding, rehabilitate existing classrooms, improve school security for student safety, and give students greater access to classroom computer technology?
Fiscal Impact:
Tax Rate Statement by the Superintendent An election will be held in the Wasco Union High School District of Kern County on November 3, 1998 to authorize the sale of $9.2 million in general obligation bonds. The following information is submitted in compliance with Sections 9400-9404 of the California Elections Code.

1. The best estimate of the tax rate which would be required to fund this bond issue during the first fiscal year after the sale of the first series of bonds, based on estimated assessed valuations available at the time of filing of this statement, is 1.498 cents per $100 ($14.98 per $100,000) of assessed valuation in fiscal year 1999-2000.

2. The best estimate of the highest tax rate which would be required to fund this bond issue, based on estimated assessed valuations available at the time of filing this statement, is 3.200 cents per $100 ($32.00 per $100,000) of assessed valuation in fiscal year 2001-02.

3. The best estimate of the tax rate which would be required to fund this bond issue during the first fiscal year after the sale of the last series of bonds, based on estimated assessed valuations available at the time of filing of this statement, is 3.200 cents per $100 ($32.00 per $100,000) of assessed valuation in fiscal year 2001-02.

4. Based on the District's estimate of when bonds will be sold, the interest rates prevailing at the time of such bond sales and the projected growth in assessed valuation, the best estimate of the average tax rate which would be required to fund this bond issue is 1.719 cents per $100 ($17.19 per $100,000) of assessed valuation.

These estimates are based on projections derived from information obtained from official sources. The actual tax rates and the years in which they will apply may vary depending on the timing of bond sales, the amount of bonds sold at each sale and actual increases in assessed valuations. The timing of the bond sales and the amount of bonds sold at any given time will be determined by the needs of the District. Actual assessed valuations will depend upon the amount and value of taxable property within the District as determined in the assessment and the equalization process.

Impartial Analysis from County Counsel
A "yes" vote by at least two-thirds (2/3rds) of the voters voting on this measure will authorize the issuance and sale of bonds for the benefit of the Wasco Union High School District ("District") in an amount up to $9,200,000.

By law, the proceeds of the sale of bonds may be used only for the purpose of purchasing or improving real property or for the construction or improvement of school facilities. The proceeds may not be used to finance current maintenance or operations. As stated in the ballot proposition, the District intends to use the proceeds from the sale of the bonds to repair and rehabilitate schools and classrooms, to construct new classrooms and school facilities, and improve school facilities by installing wiring in classrooms for computers and modern technology.

The bond debt will be a general obligation of the District and will be financed by property taxes levied annually on taxable property located within the District. If two-thirds voter approval is obtained, the ad valorem property tax rate will be increased above one percent (1%) of assessed value for the period necessary to pay off the bond debt, not to exceed twenty-five years from the date of issuance of the bonds or any series of the bonds if the District elects not to issue all of the bonds at one time.

The interest rate on the bonds, which by existing law cannot exceed twelve percent (12%) per annum, will be established at the time of the sale of the bonds and will depend on prevailing market rates. The tax rates which will be levied on each parcel of real property in the District to pay the principal and interest due on the bonds cannot be determined exactly until after the bonds are sold and the interest rate is established.

In the Tax Rate Statement, the District has provided its best estimate of the tax rates which will be applied to service the debt at various intervals during the life of the bonds, including the maximum tax rate.

Arguments For Measure B
Last June, voters supported a bond - by over 66% - to improve our children's schools. Unfortunately, we just barely missed the two-thirds hurdle required by California state law. We can not afford to let this happen again!

Our children's classrooms are overcrowded. Smaller class sizes improve a child's ability to learn and reduce discipline problems. But Wasco High was built for 900 students and now has over 1250 children. Without new classrooms, the average class size will grow by over 20% in just three years. Measure B will:

Construct over 20 new permanent classrooms Build three new classroom wings for subjects such as science and math Reduce overcrowding throughout the campus Rehabilitate and expand the Wasco High library

Measure B will repair and rehabilitate Wasco High. Many of our children's classrooms have been used by over three generations and are in desperate need of repair. Measure B will:

Renovate Industrial Arts classrooms for up-to-date vocational education programs such as computer repair leaky roofs Replace 30 year old plumbing Make the District eligible for $6 million in State matching funds for modernization

Our children need to learn how to use today's technology in order to be competitive in the 21st Century. Measure B is about more than classrooms. It is about giving our children the tools to prepare for the future. Measure B will:

Rewire classrooms for today's computer technology Build new science labs for chemistry, biology and agriculture Install classroom computer networks Repair and upgrade science classrooms

Your YES vote on Measure B will reduce overcrowding at Wasco High, construct new permanent classrooms, repair older buildings and provide modern computer technology to our students.

Please VOTE YES on Measure B.
