Paul Kirk is a Supervisor who brings us together.

For four years, Supervisor Paul Kirk has tackled Humboldt County's toughest issues; breaking through the polarization that long paralyzed county government. His work has brought opposing viewpoints together, all to the benefit of Humboldt County and the Fifth District. Paul believes in:

Delivering on His Promises.

Four years ago, Paul promised to make county departments more responsive to the people; bring about sound, open and accountable fiscal management; give citizens a greater and more meaningful voice in county government. Paul has delivered on all three.

Looking to the future.

Over the next four years, Paul pledges to:

-Strengthen our economy. Paul supports build-out of the airport business park, bringing new jobs to our community, and making county government a partner in fostering business growth and the development of new family-wage jobs.

-Increase funding for rural law enforcement. We need adequate law enforcement services, including more patrol officers. Paul believes county government has no higher priority than public health and safety.

-Make county planning better. Paul believes community-planning updates must be a top priority of the county's Planning Department, to stop haphazard growth and allow our communities to develop sensibly.

How will he represent you? Look at what Paul believes in:

-Strong Campaign Reform. Paul urged Board adoption of Proposition 208 and is the campaign reform leader in this election, voluntarily pledging to accept contributions of no more that $250 per individual or business in the forthcoming election. Although an adept fund-raiser, Paul has volunteered to cap his campaign spending at $25,000 in each of the primary and general elections, and challenges his opponents to follow his lead.

-A Responsible Humboldt County Budget. Paul was instrumental in bringing in a new county Chief Administrative Officer and creating a citizen-driven Budget Oversight Committee to re-introduce accountability to the county's fiscal plan. After years of turmoil and public distrust, a new sense of confidence exists.

-Strong Law Enforcement. Concerned about rural law enforcement, Paul is adamant about retaining the Sheriff's rural substations and strongly supports the law enforcement facility now being built in McKinleyville. He supported state peace officer power for the Hoopa Tribal Police, supported development of the SCOP program in McKinleyville and Willow Creek, and believes in its expansion into other unincorporated Fifth District communities.

-Better Planning and Health Departments. Paul long believed those departments must not lose sight of their role as "public service' agencies, and he has made sure they don't. Paul's leadership led to wholesale changes in top department management, with more openness and citizen support as the result. Paul also worked with the Health Department to clean up the South Jetty, and remains committed to making the South Jetty a safe, clean environment for the use and enjoyment of all Humboldt County residents.

-Meaningful Citizen Participation. Paul believes government loses legitimacy when it turns a deaf ear to its citizens, and he has worked hard to bring citizen involvement to a new high. In 1995, he re-established the McKinleyville Citizens Advisory Committee, which will help guide the community into the next century. He helped create and he chaired the Budget Oversight Committee, which relied on the wisdom of citizens to fashion a responsible, accountable budget process.
