State Represenative Kathi Foster was first elected to the Arizona House of Representatives in November 1994, District 20 on the Democratic ticket. She has been a resident of the district for over thirty years. Kathi was born in Chicage Illinois, is married to David Foster and has five grown children.

BACKGROUND: Kathi had been continuously active in the community. In addition to the aforementioned, she is a Precinct Committeeperson, a Deputy Registrar, a member of the District 20 Democrats, and is completing her eighth year on the Cartwright Elementary School Governing Board. Kathi serves her community in various ways including her work with Cartwright Clothes Closet and Food Pantry; an organization that she helped to found in 1991 and which has served the need of thousands of children and their families on the westside.

EDUCATION: Attended Glendale Community College. A graduate of West Phoenix High School (Metro Tech). A graduate of Kenilworth Elementary School.

EMPLOYMENT: Mountain Bell 1966-1975; 1979-1984. Early retirement December 1984 (Member-Communication Workers of America).

ORGANIZATIONS: Past President and Clerk of the Cartwright Governing Board. Member National School Boards Association, Former Member Federal Relation Network (NSBA), Member Arizona School Boards Association, Valley Democratic Women's Club, District 20 Democrats, Board Member Arizona State Libraries, Archives & Public Records, President Cartwright Education Foundation Board, Member Education Commission of the States.

LEGISLATIVE COMMITTEES: House Education Committee, House Government Reform and States Rights (Ranking Members), House Health Committee, Health Committee Alternate-National Conference of State Legislatures.
