"Shall Section 703(f),(g) and (j) of the City Charter be amended to clarify and establish the City Administrator's responsibilities and duties to make and execute contracts for expenditures and bids and proposals approved by the Council, to establish a purchasing system, and to submit periodic report to the Council regarding City agencies?" CITY ATTORNEY'S IMPARTIAL ANALYSIS OF MEASURE E City Charter Section 703 currently specifies the City Administrator's powers and duties, which include the power and duty to make and execute contracts on behalf of the City involving budgeted or City Council appropriated expenditures of One Thousand Five Hundred Dollars ($1,500) or less on behalf of the City. This measure amends this section of the City Charter to allow the City Administrator to make and execute contracts involving expenditures that have been appropriated by the City Council and to make and execute contracts involving bids and proposals approved by the City Council without setting a dollar limit on the contracts he/she may enter into on behalf of the City. The City Administrator's contracting authority remains limited to contracts resulting from appropriations approved by the City Council, however. This measure further amends this Charter section to require the City Administrator to establish a purchasing system to meet the needs of all City offices, departments and agencies, deleting the requirement that the purchasing system must be centralized. Further, this measure amends this Charter section to require the City Administrator to submit periodic reports to the City Council, deleting the requirement that such periodic reports be prepared on a monthly basis. Finally, this measure amends this section of the City Charter to make it gender neutral by replacing "him" with "City Administrator". LINDA A. ARGUMENT IN FAVOR OF MEASURE E Charter Amendment City Charter Section 703 limits the City Administrator to authorize only contracts under $1500.00 (fifteen hundred dollars). This Charter Amendment would make the city more efficient by allowing the City Administrator to execute contracts on behalf of the City which have been formally budgeted or appropriated by the City Council. The current charter specifies that the City must have a centralized purchasing system. In today's high technology world, a centralized purchasing system is no longer the only efficient process available. This charter revision will give the city flexibility by allowing the City Administrator to establish a purchasing system that meets the needs of all City offices, departments and agencies.
